This project, initiated by Fuyang’s government in Anhui Province, addresses critical urban water challenges such as pollution, black/odorous water bodies, and frequent flooding through a pioneering Public-Private Partnership (PPP) model. The first segment focuses oncomprehensive Governance of waterways in Yingzhou District, including the main rivers (Yinghe River, Quanhe River) and their tributaries (e.g., Qili River, Jiuli River). Key interventions involveconstructing/renovating over 35 kilometers of sewage pipelines to intercept pollution, dredging 28 kilometers of river channels to restore flood capacity and remove contaminants, and implementing eco-restoration measures such as wetland parks, permeable pavements, and rainwater harvesting systems. The project integrates advanced technologies like real-time water quality monitoring, drone patrols, and a "Smart River Lake" platform for digital management. A consortium led by China Construction Group and Beijing Beverage Group partners with the government to deliver the 18-year initiative (3 years construction + 15 years operation), combining "feasibility gap subsidy" and user payments for sustainable revenue. Expected outcomes include eliminating black/odorous water, achieving Class IV water quality standards, and enhancing urban livability for 100,000 residents. By leveraging market mechanisms and innovative strategies, this PPP model serves as a replicable blueprint for urban water revitalization, driving economic growth through land value appreciation and tourism development while aligning with national ecological goals in the Yangtze River Economic Belt.
